- Access centre to apply for LEAP (Low-Income Energy Assistance Program) one-time emergency financial assistance for Hydro Ottawa customers
- program runs throughout the year
- maximum grant is $500 per fuel per household per year ($600 for electrically heated homes)
- grant is credited directly toward energy bill
- agency can arrange a 21-day hold on a disconnection notice while a case is being assessed
- all decisions can be appealed
These centres are willing to help those outside their normal catchment areas. Individuals unable to receive support from the centres listed above can then leave a message with the Ottawa Booth Centre at 613-241-1573 ext 325 and leave a message. - Eligibility
- be a Hydro Ottawa residential customer
- be behind or in arrears on your electricity bill or may face having your service disconnected
- have a family income below a certain limit (limits listed in the table below) and depend on two factors:
- 1. how many people live in the house
- 2. your combined household income
Qualification criteria by household income (after tax) and size- Less than $28,000: 1-2 people living in home
- $28,001 - $39,000: between 3-7 people living in home
- $39,001 - $48,000: between between 5-7 people in home
- $48,001 - $52,000: 7 people in the home

- Western Ottawa CRC, 613-591-3686,(only assists clients in the Western Ottawa Community Resource Centre [WOCRC], Pinecrest-Queensway Community Health Centre [PQCHC], and Nepean Rideau Osgoode Community Resource Centre [NROCRC] areas)

The resource center will submit your application to the LEAP agency.
With your consent, the agency may contact Hydro Ottawa and ask us to pause any further disconnection or collection activity on your account until a decision is made.
The LEAP agency will review your application, and determine your eligibility for the emergency financial assistance grant. They will communicate that decision to the resource center and Hydro Ottawa.
