- Individuals who are homeless or are at risk of homelessness
- Must live within the District of Thunder Bay but excluding Thunder Bay
- Individuals who are homeless or are at risk of homelessness

- An Intent to Rent form, signed by the owner of the property must be submitted
- Additional information may be required:
- If requesting funds for Insurance or Damage Deposit: proof of cost is needed before funds can be issued
- If requesting funds for Furniture: 2 quotes must be provided per piece of furniture requested
