DAP is an adult diversion program with the Ontario Court of Justice and offered through St. Leonard's House Windsor and the Crown Attorney's Office. DAP is an alternative to prosecution for eligible adults who have been charged with minor criminal offences. DAP is designed to hold accused persons accountable for their criminal actions through assigned community-based sanctions. Following successful completion of the DAP sanctions the referred charge will be withdrawn from the court.



DAP is structured to include any combination of the following community-based sanctions which are assigned by the CJW and Crown Attorney's office.

• Letter of apology/reflection addressed to the victim
• Restitution - payment to victim for loss and/or damages to property
• Charitable Donation
• Community service hours
• Referral to a specialized MAG crime prevention program
• Referral to a deemed appropriate community resource program
• Peace Bond (when appropriate)

Seeks to hold youth accountable for their actions while offering opportunities for them to address underlying issues contributing to their at-risk behaviour.

Client base designed to provide a comprehensive set of activities for at risk urban Indigenous youth between the ages of 13 to 18 years of age. The program is designed around a youth's specific need at time of intake and may fall under one of 6 objectives:

• Education
• Justice Intervention
• Address Violence

To coordinate and manage the delivery of Social Services for Walpole Island First Nation, while maintaining high quality standards of service and ensuring the implementation of effective community programming.

• Child and youth programming
• Parenting education and support
• Cultural and community programs and iniatives

A private counselling agency providing the following services:

• Parent coaching (Virtual only)

COVID-19 - All programs are available through virtual or electronic means when requested; in person, one-to-one programming safely available when requested. All programs are currently still accepting referrals.

A non-profit organization providing alternative pathways for at-risk youth, restoring a positive connection with the community, thereby creating a safer, healthier Chatham-Kent.

Programs include:

• Extrajudicial Sanctions Program - post-charge diversion program; Crown Attorney-referred
• Restorative Justice Community Conferencing

These above programs are funded by the Ministry of Children, Community & Social Services; the EJM and EJS Programs are only available to youth (12-17) who have come into contact with the law, and have a minor criminal offence charge pending or within the court system, under the Youth Criminal Justice Act (YCJA).

Positive Strides Intervention & Educational Programs

• individualized and one-on-one sessions to at-risk children and youth in the community who are not currently in conflict with the law, but who are at risk for delinquent, negative behaviours, and may be struggling in school, at home, and/or within their social environments
• These programs are also delivered to the youth who are enrolled in the EJM and EJS Programs.

• Support for family members of individuals struggling with substance abuse, mental illness in the family, witness to domestic violence, grief, bullying and abuse

• Alternative Justice program - facilitates pre-charge diversion through development of client healing plans, has client intakes, referrals, community service arrangements, advocacy and case management

Provides rehabilitation, assistance, and information services to those in conflict with the law, or at risk, including:

• Individual intervention and family support
• Institutional pre-release planning and friendly visiting
• Life skills coaching and mentoring
• Correctional and post-release services for adults
• Legal advocacy and counselling
• Life skills coaching, mentoring and support for youths, adolescents and teenagers in conflict with the law or whose families are having conflict with the law

Mental health care for people who have come into contact with the law * 89-bed inpatient program including assessment, treatment and rehabilitation

• Forensic Assessment Unit - Medium secure environment providing consultation and specialized assessments regarding fitness to stand trial, criminal responsibility, and sentencing to the justice system
• Forensic Treatment Unit - Medium secure setting providing longer-term integrated treatment, rehabilitation, and support to clients on Ontario Review Board dispositions
• Forensic Rehab Readiness Unit - Locked minimum secure unit with a lower level of security that reflects the improvement in clinical status of the clients and their changing Ontario Review Board dispositions
• Forensic Rehabilitation Unit - Open minimum secure unit with a low level of security that reflects further clinical improvement and also development within the rehabilitation process

Forensic Outreach Program - Intensive rehabilitation efforts continue within the community setting * skill training * ongoing forensic monitoring and risk assessment and management * team works closely with other community-based agencies

Therapists work with individuals, couples and families * mental health treatment for youth on probation, which is funded by the Ministry of Children and youth, including one-on-one, relationship, family, and group counselling, as required

Transitional Case Manager facilitates and supports the transition of inpatients of forensic units through creating and supporting community placements

Forensic psychiatric services include assessment, treatment and rehabilitation of people with mental illness who have been in significant contact with the law * support with transition to the community, counselling, follow-up, crisis intervention, and linking to outpatient community mental health agencies * works in collaboration with the Forensic Outreach Team of Southwest Centre for Forensic Mental Health Care

Practical services designed to help clients with the criminal justice system and community integration with a view to prevent similar problems from reoccurring

Accountability and Opportunity for Youth - Extrajudicial measures and extrajudicial sanctions (pre and post charge diversion) * youth must acknowledge participation in the offence and are given the opportunity to take responsibility without getting a criminal conviction

Youth Justice Committee Program - Serves as an alternative to the court-based system to handle low risk offences committed by youth * includes the youth, persons harmed, and community to provide an opportunity for healing and repairing the harm done

Community Reintegration Program - Assistance to youth who are currently serving a term of probation * youth worker and case manager help develop a personalized plan * assistance can include help with appropriate housing, obtaining proper identification, returning to school, employment services, life skills, counselling and transportation where needed

Community Service Orders - Hours assigned by the court to be completed at a nonprofit organization within a specific time period * community service orders are given to adults * suitable placement found and follow-up with the court for confirmation of completion

Direct Accountability Program - Diversion Program for Adults. Referred by the Courts. Program options include Alcohol and Drug Awareness Program, Anger and Substance Awareness Program and Stop Shop Theft. Other Program Options also available.

Adult Alternative Measures Program - Program gives people charged with a criminal offence the opportunity to take responsibility for their actions without getting a criminal conviction * fee for service

Support Groups and One-on-One Counselling - Youth ages 12 -17 Includes Anger Awareness, Healthy Choices, Life skills, D.A.W.N (Drug and Alcohol Awareness Program), BLAST (Anti-bullying Awareness), Second Step, Community Learning Hub programs (employment, financial literacy, substance education, Girls Group and anger management), and Create Your Skate Program

Youth Homelessness Protocol - 211 - Participating agency for the Youth Homelessness Protocol, designed to assist youth ages 12-24 in Elgin County who are homeless or at risk of becoming homeless in finding a safe place to stay and to receive the supports needed to find safe long-term housing

Community-based rehabilitation, supervision, counselling and referral for people on probation/parole

Contracts a variety of programs, including community service orders and services for native offenders

Provides a culture-based post-charge diversion program for Aboriginal adult and youth offenders before the London criminal courts

Encourages reconciliation, healing and responsibility through traditional teaching methods * community assistance through planning and partnerships to assists clients

Offers short- and long-term adult residential programs tailored to the unique needs of men and women * Community Residential Facilities (CRFs, also known as half-way houses) provide a chance for people to make the transition from a correctional facility to the community * for the highest degree of safety and respect for our residents and our community people must follow well-defined rules and guidelines

Some facilities offer spaces for people dealing with mental health challenges, those who have had experience with the forensic mental health system, or who may be on probation with complex or unique needs

CK Clarke Centre Community Residential Facility - 6-bed residence providing support to adults who are or have been involved with the forensic mental health system

Cody Centre - 20-bed community residential facility that provides 24 hour supervision and support to adult male residents serving federal sentences in the community

Gallagher Centre - 16-bed residential community facility that supports populations who demonstrate higher needs and experience complex challenges

Maison Louise Arbour - 8-bed female community residential facility which supports women over the age of 18 who are transitioning from the federal or provincial justice systems or who require mental health support for up to 30 days in one of our crisis beds

Reintegration Services - Works with people (both male and female) over the age of 18 who have a confirmed or suspected mental health diagnosis and who are involved in the justice system

Youth community programs are offered to youth on probation or those who may be struggling with homelessness

Programs offered include:

• Attendance Centre Program - provides structured, supervised programs for youth between the ages of 12-18 who may be in conflict with the law to learn to accept responsibility for their actions. St. Leonard's focuses on the risk factors which may have led to the youth's involvement in the justice system
  
• Intensive Reintegration Service - offers guidance and support to youth between the ages of 12-18 who are at high-risk to re-offend upon release

• Project Home - focuses on housing youth who have experienced chronic homelessness

For over 50 years, St. Leonard's Community Services, London and Region has been dedicated to a community where everyone feels safe, valued and supported. St Leonard's provides a range of services including youth and adult community programs, school-based youth programs, and adult residential programs all with a goal of assisting persons in conflict, or at risk of conflict, with the justice system, and all within a restorative practices framework

Adult Community Programs -

• Offers a number of community-based programs for adults who may be involved in the justice system, who are dealing with mental health challenges, who are experiencing challenges with housing, or who may have developmental challenges and require support to live independently

The program provides community supervision to eligible individuals who do not have the financial or social supports to meet bail requirements * Prospective clients are interviewed while in custody to determine eligibility * If release is approved by the court, clients report weekly, or more frequently, to have their conditions monitored * Provides enhanced supervision to support clients with mental health and substance use issues * Currently offered in the following jurisdictions: London, Woodstock, St. Thomas, Stratford, Goderich and Walkerton. Supervision is also available at the Chippewas of the Thames First Nation.
