Youth Diversion works with police, courts, the community and schools to keep young people with minor offenses out of the court system. Goal is for the young person to repair the harm done and be held accountable for the offense.

Restorative Justice/Youth Justice Committee offers an alternative way of thinking about crime and conflict. Challenges the community to look at youth justice differently, to respond to crime differently and to seek new solutions to restore balance after a crime has been committed.

• restorative justice focuses on holding the accused accountable in a meaningful way, repairing the harm caused by the offence and achieving a sense of healing for both the victim and the community
• involves a face-to-face meeting between the victim, the accused and members of the community, led by trained volunteer facilitators

Probation services for youth in conflict with the law

• Provides case management for probation and custody cases
• Prepares pre-sentence reports
• Enforces court orders, probation orders and community service orders
• Provides community resources for children and youth who appear under the jurisdiction of the Youth Court, Ontario Court of Justice

Provides assessment, supervision, case management, and individualized community-based activities for adults in conflict with the law who have been ordered by the court to complete volunteer hours for reparation of harm done.

The Youth Justice Committee Program is an alternative to the court process for young persons aged 12-17 inclusive.

• Program offers the young person the opportunity to repair the harm that they may have caused to a person, an organization or the community
• Volunteers facilitate a restorative justice meeting with the young person, their supporters, the person harmed, and their supporters to talk about what happened, clear up any misunderstandings or questions, and decide upon how the young person can make up for their actions
• Once the agreement has been fulfilled, there is no further action taken. Should the young person not fulfill the agreement, they are returned to the referral source (police services or Crown Attorney) to be dealt with further

Direct Accountability Program (DAP)

• Adult diversion program.
• An alternative to prosecution for people who have been charged with minor criminal offences. Involves accused persons being held accountable through community-based sanctions.
• Stop Shop Theft Program (SSTP)- DAP participants may be required to attend the SSTP as a sanction.

COVID19 Youth Justice Diversion programming is facilitated remotely via phone or videoconference.

Regular Service
At the discretion of the Police or Crown Attorney, youth in conflict with the law are provided with an opportunity to divert their charges from the traditional court process.

• By accepting responsibility for their actions, youth are eligible to enter into Youth Justice Diversion programming.
• In partnership with the youth, individualized plans are developed with the objective being to address the incident, reduce recidivism, and provide supportive services as necessary.

Youth may also access the Youth Justice Committee, comprised of community volunteers, where the youth will be given an opportunity to address the community and come to a restorative conclusion to their offending behaviour.

By participating in these programs, youth can gain empathy and understanding towards the person harmed by their actions. Both the youth and person harmed have an opportunity to be dealt with fairly and have a voice in the final resolution.

Rebound is the sole provider of Youth Justice Programming in Northumberland County via Crown referrals, Probation referrals, Police Referrals in support of youth in the Youth Justice system with or without presenting mental health concerns.

Prevention and intervention programs and services to enhance and support the well-being of children, youth and families who have or may have involvement in the legal system
Additional services include

• student nutrition program, youth engagement groups, therapeutic overnight camp experience, summer school, art expression groups

Collaborative Day Treatment Program (CDTP)
Therapeutic environment for youth experiencing difficulty coping in the regular school system, two classrooms on-site promote the students' knowledge, skills and values through individual therapeutic and academic approaches

Community Support Team (CST)
Mobile, community-based clinical counselling and support services to youth who have been convicted of an offence and have a court ordered condition to attend counselling, regardless of their location in Durham Region

Durham Youth Gang Strategy (DYGS)
One-to-one reintegration and intervention services for youth who have offended, and who have been identified through Youth Justice Services as gang involved or at risk of gang involvement * intervention and reintegration services include individual counselling and mentorship, linkages to community resources, support of gang exit strategies and development of life skills

Enhanced Youth Outreach Worker (EYOW)
The EYOW works to support high-risk, high-needs youth (12-21 years) who may be experiencing challenges related to mental health, addictions, trauma, relationship violence, human/sex trafficking and/or may be involved in criminal activity * supports the youth's family and caregivers * services are offered in the Ajax, Pickering and Uxbridge communities * youth may engage the EYOW independently or may be referred by a Youth Outreach Worker or community agency

Intensive Support and Supervision Program (ISSP)
Alternative to custody option for youth who have been convicted of an offence and have a serious mental health diagnosis * intensive, clinically focused, community-based, individualized program designed to deliver services appropriate to the youth's level of functioning, specific needs and mental health diagnoses

Violence Prevention Program (VPP)
Free service designed to promote a change in attitudes and beliefs regarding violence and bullying * interactive workshops are available for students who attend Durham Region schools * requests for workshops can be made by individual schools and community organizations, topics include anger management, healthy relationships, self-esteem, anti-racism and anti-homophobia

Youth Assessments Section 34, Youth Criminal Justice Act
Medical, psychological or psychiatric assessment at any stage of Court proceedings involving a youth using multidisciplinary team including social workers and consultant psychiatrist and psychologists * assessment is used to identify both historical and current mental health issues and to make recommendations to the Youth Court for treatment purposes

On-Site Assessments
On a monthly basis, a psychiatrist/psychologist undertakes early clinical assessments at the Youth Court at the Durham Region Courthouse as part of a collaborative initiative to enhance support to youth in conflict with the law who have mental health concerns

Youth Justice Family Worker (YJFW)
Provides supports to families of youth (12-17 years) at risk and/or high risk, to support rehabilitation and address situations that put youth at risk of re-offending * works jointly with youth and their families to help them to make changes and improve their health and wellbeing * individualized and strength-based supports and services are provided and engaged to address the identified needs of the youth and family * services are offered in the Ajax, Pickering and Uxbridge communities * referrals are made through Youth Justice Services

Program for youth at risk of becoming justice-involved. Program is voluntary and works with youth and their families to reduce and prevent further contact with police services.

Program to assist youth that may be experiencing difficulties at home or school and may be displaying anti-social behavior. Youth may also be socializing with a negative peer group, experimenting with alcohol and/or drugs or may be at-risk of committing an offense.

Program focuses on increasing awareness of local community resources and assisting youth with making connections with service providers.

Program is an alternative to formal court proceedings, also known as a diversion program. Completion of the program will allow youth to avoid a criminal record, however, the program is not completed the youth is required to attend youth court and face formal charges.

Program assists participants to perform a specified number of volunteer hours in the community as required by the courts.

Program is an alternative to formal court proceeding and is also known as a diversion program. Program is post-charge and the referral will be made in lieu of a sentence. Successful completion means that a record of the youth's participation be held for 2 years and limited access to the sentence information of only the Courts, Police Services and Youth Probation Services and the option for the charge to be withdrawn. Non-completion of the program will result in all charges moving forward with sentencing.

Attendance Centre program is assigned by Probation Officers and allows the youth to avoid incarceration, helps youth receive positive training to address risk factors and reintegrate them into their community.

Reintegration Worker Program provides support for youth through mentoring, tutors and advocates for rehabilitation and reintegration. Worker assists youth to comply with court order, supports life skills using cognitive-behavioral approach and coordinates with their probation officer.

Program is an alternative approach to the traditional court system with the goal to repair the harm done by a young person to those who have been harmed. Committee members play an essential part in restoring relationships between the person(s) harmed, the young person and the community.
