Searching for Justice And Mental Health Programs

Provides alternatives and options for individuals experiencing serious mental illness who become involved in the criminal justice system.
This program is comprised of three components:

• Mental Health Court Diversion
  • Education regarding consumer issues, mental illness, mental health services, and the mental health system
  • Connects persons considered appropriate for diversion to access services and supports
  • Provides consultation to the judiciary on cases referred for diversion

Offers a support group for individuals who have had contact with the criminal justice system.

Program assists with transitioning back into the community after a period of incarceration.

In partnership with the Hamilton Police Services, youth are diverted from the formal youth justice process while holding them accountable for their actions in a community context. A program of measures is designed for each young person that addresses their risks and needs as well as the needs of the person(s) harmed and the community. The outcome of each case is reported back to Hamilton Police Services. This program serves youth 12 to 17 years of age.

In partnership with the Hamilton Crown Attorney's Office and Hamilton Youth Probation Services, youth move through a diversion program as an alternative to the formal court process. The young person is provided with sanctions (tasks) to complete as a means of holding them accountable for their actions while helping them recognize the impact of their behaviour on the person(s) harmed and their community. The youth's strengths and needs are targeted to create an individual program with the intention of benefits to both the youth and their community.

Provides a highly structured intensive community based alternative to custody for youth who have come in contact with the law. Youth engage in effective cognitive programming based on prevention, rehabilitation and reintegration. The program provides individualized support for youth to assist them in achieving their program goals, motivate and facilitate change and supports them in becoming positive members of the Hamilton Community.

Program is an initiative whereby selected offenders are diverted from the normal court process while still being accountable for their offence. Upon successful completion of the Adult Diversion Agreement, all further criminal proceedings relating to the charge against the offender will be terminated.

These are different and individualized programs that provide intervention and support to justice involved youth (ages 12-17) and their caregivers, living with FASD (fetal alcohol spectrum disorder) or querying diagnosis.
The program is comprised of a family support worker and youth worker who will provide assistance to caregivers and youth as they navigate the judicial system.
Open to community referrals.
This program is funded by the Department of Justice Canada.

The direct accountability programs provide a community justice worker, who is at the court house daily. This worker works with the offender and the crown on referrals for diversion. This program is funded by the Ministry of the Attorney General.
The community justice worker works collaboratively to determine, implement and monitor sanctions, which may include:

• community service work
• letter of apology
• charitable donation
• restitution
• referral to program options
• or alternative service within the community

There are three programs which are educational and information in nature as part of this program:

• alcohol and drug awareness
• anger management
• stop shop theft

A drop-in centre for women who have been or are presently involved in sex work. Offers diversion, case management, addiction support, public education, and outreach. Operates with a harm reduction model.

Criminalized women age 18 and older are offered an onsite drop-in support at the head office of the Elizabeth Fry Society in Hamilton. The goal of this program is to assist women who have been in conflict with the law with community reintegration. The drop-in also includes programming, access to free clothing, toiletries and food.

Provides community supervision, surveillance and counselling to probationers, parolees and other adult offenders on conditional sentence. Prepares adult pre-sentence reports as ordered by the courts and pre-parole reports for the Ontario Parole and Earned Release Board. Referral to community agencies for assistance.

Community Service Order Program (CS0) - court ordered alternative to custody or prison, where offender provides a set number of hours of voluntary service to the community.

Family Services:

• provides support for family members of all ages, who are exhibiting moderate to severe behavioural difficulties, and for individuals who may also be experiencing social, emotional and psychiatric difficulties
• focused on supporting families and the individual by addressing and stabilizing challenging behaviours
• services are provided wherever the client is and are offered independently or in conjunction with other public and private services

Specialized Behavioural Support Services:

• provides specialized behavioural support services to agencies, organizations and institutions that work with children, adolescents, adults and seniors who are experiencing behavioural, social, emotional and psychiatric difficulties
• provided in a variety of settings including residential facilities, day programs, hospitals, schools, long term care facilities, foster homes and community programs
• supports youth justice programs for individuals aged 12 to 17 in conflict with the law, to assist with community integration and support

Provides services to young persons ages 12 to 17 years (at the time of their offence):

• supervises the delivery of direct services
• provides case management to youth in conflict with the law
• services may include probation, custody supervision, extrajudicial sanctions

ADAPT offers a variety of Community Justice programs to youth and adults, providing assessment, counselling and case management services, assistance can also be provided to the family or caregivers

Extra-Judicial Programming (EJM and EJS) (ages 12-17)

• Extrajudicial Sanctions (EJS) is a program that gives young people an opportunity to accept responsibility for their actions and to make amends by completing certain tasks, after being charged with an offence
• Extrajudicial Measures (EJM) is a program that gives young people, who are willing to participate, an opportunity to accept responsibility for their actions and to make amends by completing certain tasks (option available to police instead of laying a formal charge)
• involvement with ADAPT may be one of the tasks assigned as part of the EJS/EJM contract

Youth Justice Program

• provides screenings, assessment and counselling services to young people involved with Halton Youth Justice Services who are experiencing issues related to drug and /or alcohol use
• referrals are initiated by Halton Youth Justice Services
• support is also provided to family members of the young person

Probation and Parole Program

• provides alcohol/drug use and problem gambling assessments for probation and parole clients as required by a court order and/or parole certificate
• these screenings, in conjunction with the Probation and Parole Officer, determine the level of service required to meet the counselling condition of the order
• services include group and individual counselling and referrals to community programs/services tailored to the needs of the individual

Drug Court Program

• the Halton Drug Treatment Court (HDTC) is a judicially-supervised drug treatment and rehabilitation program for offenders whose criminal conduct is motivated by drug addiction
• expected to take 9 to 12 months to complete
• participation is voluntary and includes an application and screening process by the Federal Crown Attorney's office and the Court Liaison worker
• once accepted, ADAPT is the lead provider to address the substance addiction and the individual is assigned an addiction worker

Safe Beds

• a short-term residential bed program (Mental Health & Justice Beds) providing individuals living with mental illness, and recent or current involvement with the criminal justice system, with a 30-day stay with onsite 24-hour supports to assist in resolving the current crisis and creating strategies for long-term interventions
• referrals are made by Halton Regional Police and admission to the program is based on a screening with Safe Beds program staff
• Canadian Metal Health Association (CMHA), Supportive Housing Halton (SHH) and ADAPT work in collaboration to provide individuals with a service delivery model that is comprehensive
• if the individual is in need of addiction services, the ADAPT Safe Beds Addiction Worker will be assigned to provide services

The Halton Youth Justice Program (HYJP) deals with young persons between the ages of 12-17 years who have committed a criminal offence in the community

• designed to deal with youth in conflict with the law
• holds youth accountable for their actions
• offers opportunities for youth to deal with the underlying issues contributing to their criminal behaviour
• the program has a close relationship with other community agencies to assist young people and their families
• the program offers youth an opportunity to accept responsibility for their actions and appreciate their impact on victims and the community by addressing errant behaviours prior to a criminal charge being laid

This office makes social inquiries on behalf of the criminal courts and supervises and counsel persons placed on probation and parole. Referrals are made from the criminal courts

Services include:

• preparation of pre-disposition sentence reports assisting the court in the sentencing of criminal cases
• supervision, counselling and enforcement of persons placed on probation or released on parole
• Community Service Order Program - court-ordered alternative to custody or prison which requires the offender to provide a set number of hours of voluntary service to the community. Stride: Circle of Support (Stride Nights)

• runs Wed evenings from 4 pm-6 pm
• volunteers and women meet weekly to enjoy a shared activity and meal

Transitional Case Management Program:

• Dual Diagnosis Program: for people who have both a mental health concern and /or intellectual disability

Various complex capable addiction treatment programs and services offered in the community utilizing a harm reduction philosophy. Community-based program and service options include:

Community Withdrawal Support Service: set of services offering an alternative to residential withdrawal management

Rapid Access Addiction Medicine Clinics (RAAM): Specialized medical clinic designed for people who are experiencing health issues related to their drug and/or alcohol use.

Drug Treatment Court: Specialized court process for non-violent offenders with addiction issues

Let's Grow Together: Half-day support group for women in the Guelph-Wellington community who are pregnant or parenting children (6 years and younger) and are dealing with substance use issues

Specialized Addiction Support Coordination: For specialized populations (geriatric, acquired brain injury, developmental disability, complex mental health) living with addiction issues; education and consultation to professionals working with these populations

Specialized Outreach Services: Integrated team of peers and professionals offering flexible outreach services to homeless or street-involved people with addiction, mental health, or concurrent issues

Supportive Addiction and Mental Health Housing: A range of supports for people with complex addiction and concurrent mental health needs who are homeless, at risk of becoming homeless, or who are considered inadequately housed, without secure and / or maintained housing

Supported Recovery Room: 72-hour stabilization program for people recovering from a mental health or substance related crisis. Eligibility criteria information is available through SRR (519-362-9855)

Addiction Court Support: Outreach-based support for community residents whose substance use has resulted in criminal charges.

Peer 2 Peer Overdose Response Programs: Matches Overdose Response peers with people who have overdosed by meeting them at the hospital Emergency Department to offer harm reduction and recovery support to them, their family and friends.

Rural Wellington Addictions Service: delivered in partnership with the Upper Grand Family Health Team. Provides clients with in-person assessments, treatment/care planning and counselling services.

This service works together with the Rapid Access Addiction Medicine Clinics (RAAM) and Community Withdrawal Support Service (CWSS) to provide addictions support to residents of Wellington County.
