Manages the Children's Early Years service system for the Wellington delivery area, which includes the County of Wellington and City of Guelph ; delivers public funding to licensed child care programs ; supports families' access to licensed child care by offering financial support to help families pay for licensed child care through child care subsidies ; provides intake services for children with disabilities and special needs who are new to a licensed child care program.
Directly operates the following child care programs:
Works with other children's services providers in the community to improve services for families and children in licensed child care, and to improve services in early childhood programs.
Monitors and addresses concerns and complaints about licensed child care in programs.

- Willowdale Child Care and Learning Centre, Guelph
- Mount Forest Child Care and Learning Centre
- Palmerston Child Care and Learning Centre
- Wellington Place Child Care and Learning Centre
