There are three key reasons why a protocol between a municipality and the 211 Regional Service Partner is important: mutual notification information; agreed upon activation procedures and ongoing two-way communication processes e.g. municipalities sharing media releases and other information with 211 as the situation changes and directing the public to call 211 for non-emergency information. Municipal Emergency Information Officers are the key providers of information that the public needs in an accurate and timely way, so having effective lines of communication are important. We soon learned that formal agreements bogged down municipal staff including those in legal departments, and what was really required was a straightforward communication protocol focused on notification, activation and communication. There are currently over 20 such protocols in place or in the final stages of development including those with the Cities of Toronto, Brantford and Waterloo, Simcoe County, Niagara Region, District of Muskoka and Grey County.
